Christopher Allan Webber c09a54f840 devtools: Switching "#!/usr/bin/env bash" -> "#!/bin/sh" again ...

This makes things easier on Guix and etc.  We don't need Bash
specifically, just something Bourne-compatible, which all Posix
machines should theoretically provide.

* devtools/update_translations.sh: Updated shebang.
