Okay, so if you still want to test this plugin,
add the following to your mediagoblin_local.ini:

.. code-block:: ini

   [plugins]
   [[mediagoblin.plugins.piwigo]]

Then try to connect using some piwigo client.
There should be some logging, that might help.
