d595374d18 Packaging improvement by Clint Byrum from Debian/Ubuntu 
1) MANIFEST.in missed a bunch of things, especially
   config_spec.ini.

2) You need to specify include_package_data=True in
   setup.py to actually activate MANIFEST.in it seems.
